You may want to google "hero", I'll wait. The "heroes" in this movie were the characters who refused to give into their fears and try and help their fellow neighbours by, let's say, risking their skins to get medicine for the burned alive guy. It wouldn't have take a genious to guess they were going to be casualties, and the outcome does not change the fact going for help was the right - the heroic - thing to do.
Furthermore, MGH's character didn't want people going out not out of concern for their safety but because their precarious conditions inside the mall proved to be just what she needed to brainwashed them into buying her delusional rhetoric. She preyed on their helplessness and felt empowered by the situation. I have no doubt she was trying to mantain that state of affairs for as long as possible.
You also seem to have forgotten people leaving were doing so out of fear of being stabbed to death by her mob.
