During the time she was singing, Babyface was producing soundtracks, one was with Phoebe, and he advised her to stick to singing instead of acting…so, I guess he wouldn't say she was a good actress.
She's not necessarily a bad actress, but wasn't given anything to showcase her acting abilities…she had been a teen model.
Started her acting career in the
Blue Lagoon

Paradise
She was pretty much considered the poor man's Brooke Shields…and I wouldn't say Brooke is known for being a good actress either.
Though film critic, Gene Siskel, said at least Phoebe does her own nude scenes, so I guess that counts for something.
While Roger Ebert defended Brooke Shields by saying an actress shouldn't be knocked for using a body double (even Jane Fonda had one in
Coming Home
for the more graphic love scenes with Jon Voight, which got her an Oscar)
But Siskel was only part-right about Phoebe's nude scenes…she
did
do most of them herself, but the producers of
Paradise
weren't satisfied with the outcome and wanted to spice it up some, so they hired doubles to shoot close-ups for the nude love scenes…to which Phoebe was horrified when she later saw the film, making sure people knew that wasn't her.
It was rather obvious, much like Jane Fonda's body double…they hired someone with bigger breasts..lol…as if no one would notice.
There's also debate over how much of Brooke's nudity was actually a double, since she was only 14 years of age in the film, and publicizing that a double was used would take the heat off the filmmakers.
But again, it was obvious the double had larger breasts, especially that the character was with child and breast feeding in the film…but the breasts were Brooke's size in the other nude scenes…so…how many doubles does it take to do Brooke's nude scenes, especially when part of Brooke's face is seen in one of the nude frames.
Phoebe's screen tests for Andy Warhol were a little more interesting than her film work.
She may have had more interesting acting roles if such roles were given to her.
But at least she was given work outside of a modeling career, in which her 2 older sisters weren't…they only stuck to modeling.
Phoebe gave up acting to focus on being a mom and became a store owner.
I don't think she has any regrets about leaving her acting days behind her.
