At least the Tokyo police are courteous enough to not require Robin to remove his mask or surrender his fingerprints (although apparently Batman has ensured that his & Robin's fingerprints aren't registered in any database, anyway).

I can understand why they thought he killed him. Robin was covered in red ink with the consistenty of blood that came out of the guy he just beat the crap out of, and the guy was no longer moving and had no vital signs. (Being ink)

Well (spoilers of course) considering that the only man in Tokyo that could have arrested him was the one controlling the thing anyway, and since his entire squad (well, army really) of officers were also ink, and the crowd weren't eally to close to him and hail the Police Chief as a hero, I'm sure the guy that booked him 9the chief) may have "overlooked" the fact the blood was pink a bit.

"Robin brutally killed a guy in front of a crowd of people. What's more, he was their local hero.
"You're damn right he went to jail. That was just too horrorific to let go." - skyanimal
Actually, Psychotech was not perceived as a local hero; he was one of the "villains" created by the Commander to make him & his squad look good. It still looked like a brutal killing to the crowd, though.
