I kind of see what the OP is talking about; Rhodes' features do look more Anglo than Afro in this. It has nothing to do with the stereotypical trappings of what a few blacks seem to revel in unfortunately because that doesn't represent all of us as I'm sure you know Rhodes in the comics, looked like a black man minus the hip-hop imagery; his skin was considerably more darker than this particular cartoon incarnation who looked more like a white guy with a really great tan.
I remember the 90s Spider-Man cartoon doing the very same thing with Blade who didn't quite look black. Even his hair was weird in color
Of course there are varying degrees of how the black man looks over the world but although this comparison is somewhat noticable, it doesn't bother me much and doesn't take away from the movie -

No. Rhodes doesnt look quite dark skinned enough. But thats about the only quibble. Otherwise he is well characterized and thank god he doesnt fall into any of the standard black stereotypes. As for Blade in the Spiderman cartoon He was black??? heh See Tombstone in the same Spiderman comic and White Rabbit in DC's Steel series.
One reason for a lighter approach is that its easier to pick out features and expressions. Or it could have just been a poor choice of tone use. -

He was a little light but in no way looked caucasion.
Like the poster above me said that is quibble. Nothing to cry about.
The thing I found most stupid about the movie was the Mandarin story being butchered.
