How did scarecrow become like that perminatly?

He looked way scarier in this one and yet there wasn't one time when his mask was removed which made me think he was like that perminatly.
Whoever is bitten by a werewolf and lives becomes a werewolf himself.

Well they just never removed his mask nor did they ever explain why he adopted you know something a person could take serious outfit

It was just a design change. If you have to reconcile it with the Scarecrow's costume from BTAS, just retcon it.

He probably decided to make his mask scarier. I am glad he did because it looked better.

I like to think that the Scarecrow redesigned his costume alot, as he studied fear, and was constantly thinking of new features to add that would scare people more. That would explain why his costume changed from his first episode in Tas, and then again in TNBA.
there's no point in being grownup if you cant be childish sometimes!
