How do movies this bad get made?

I often debated this point with my friend growing up. Our one question always was, "do they even watch it after they make it" I mean there is no way a human being with a brain could watch this and think, yeah, now there is a good movie I can be proud of making.
I guess it is just a matter of releasing anything to the general public and packaging it in a way where they can make enough money off it before word gets out how dreadful it is?
I mean I look at movies Josh Whedon makes and not only are they usually excellent, but you can tell he cares about his craft. Is it really a matter of the directors ability to make the movie in such a way that at least the characters seem compelling or would this have been crap no matter who directed? I dont know, it's just odd so many bad movies get made and how much money goes into them. -

Movies this bad get made when producers water down the source material, mess with the screenplay, hire ghosts for unnecessary rewrites and then control the production making the director breath by permission only.
