Okay so Apocalypse is obsessed with power and wants the strong to rule over the weak. It would then be highly logical for his entourage of 4 to also consist of some of the mightiest mutants. Indeed, when he crashes the party at that bald bookie looking dude's place, he says himself that he wants some powerful mutants.
Why, then, does he recruit such random people? That sandstorm throwing girl is literally the first mutant that he sees. That bich with some sort of plasma sword for a hand from the bookie's place is the second mutant that he sees. Then, they decide to hire a dude whose only superpower is having giant sized wings that apparently fry easily and who got his ass handed to him by NC very easily? Magneto was the only sensible recruit tbh.
Given that he enhanced this crew to a good enough level to fight other X-men, he could have probably taken over the world if he chose his starting roster a bit better.

I'm sure that Apocalypse would be recruiting stronger mutants as time went on and force his current roster of Horsemen to fight to the death to keep their jobs.
In the comics Apocalypse has other followers besides just his upper echelon of the Horsemen, he has what he calls his "Dark Riders", and his "Hounds", and at one point also conquered and subjugated the Inhumans to serve and fight for him too. So the Horsemen that didn't cut the mustard would either be cast down Apocalypse's hierarchical ladder and join a lesser group, or be killed to make way for the strong.

Yeah I just thought if I was Apocalypse, I also would be recruiting just any mutant I see just so I can start a team initially and whoever that wasn't strong enough, I'd cast them out and keep my strongest allies.
