Michael Dorn is voicing him (if not acting the part) at the least. (Worf from Star Trek: TNG and DS9 and more recently Kate Beckett's psychologist on Castle).

It almost sounded like Tobin Bell again but I went back and heard it again. Definitely sounds like Dorn.

It would be cool if it was Robert Englund and had the three most modern icons of horror voicing the villains. Tony Todd (Candyman), Tobin Bell (Saw) and Englund (Freddy).

It did sound a lot like Dorn. I didn't notice it in the premiere, but in this one it really did. It has to be a different person doing the voice than is in the costume if his identity is going to stay secret.
