It's not easy to notice, but Diamondback is a composite of Kilgrave and Fisk.
He has special assets like Kilgrave (Judas bullets and a Hammer suit vs. mind control), but like Fisk, he is also a crime boss with plans for his enterprise. He is also the most clear cut comic book super-villain in the Netflix series, but that's also set why the Defenders needs to assemble: when criminals with assets like his commit ordinary crimes, the NYPD is pretty much out of their depths.
But then consider Diamondback's motivations. He starts like Kilgrave, in that he's going solely after a powered individual for petty reasons, and not really caring about anyone in his way (Kilgrave was obsessed with making Jessica love him, and Diamondback is obsessed with killing Luke). But in time, he takes on a more pragmatic approach like Fisk, such as using his enemy to gain more influence instead of straight up killing him (Fisk manipulates Frank Castle into killing Dutton to gain complete control over the Riker's drug trade, then arranges his escape knowing that Frank will weaken his rivals; Diamondback kills a police officer, then Mariah exploits the public's fear of powered people to get the NYPD to bulk-purchase the Judas bullets at an incredible profit).
