    Well when the show was first planned, Nolan's "reality based" Batverse was the king of comic book adaptations and the Arrow producers went to great lengths to say that the show would be similarly real ie no magic, metas etc. So Laurel as lawyer was probably an extension of that and maybe Rachel Dawes as well. Ra's Al Ghul was probably similar thinking (although by that time "no magic" had gone out the window).
    After Avengers once again made flashy superheroes insanely popular again, Arrow started to move towards more and more superhuman/magic based plots but Laurel got left as a lawyer for a long time in her own side plots that had nothing to do with the main plot and I never really bought her out in the field to be honest, although I could understand her reasons for wanting to be.

      They did it to save money. 5 years for an actor = syndication deal.
