While neither Tony Todd nor Teddy Sears have returned, there is otherwise no reason to think that this isn't Hunter Zolomon. Or rather, what's left of him, considering what the Time Wraiths did to him at the end of Flash Season 2.
We all have our problems, some just hide it better.
