Really, with all her slyness, her conspiratorial attitude, and her meetings with sources at the ends of episodes to figure out the secrets of the Green Arrow
There's a theory that men tend to be attracted to women who remind them of their mothers. Maybe that explains Oliver's attraction for Susan.
I dunno, I just got a Moira vibe from Susan last episode.
Which also leads me to believe that she won't be an 'evil' person on the show even if she becomes a problem for Oliver.

Susan being a possible threat would show the consequences and high stakes that going to happen in the future. It won't be a simple plot but complicated/complex plot instead. It would fit with the real world/realistic element the show trying to bring back.

Susan has something going on for sure but I don't get Moira level evil vibes at all. She's definitely going to betray Oliver's trust and will probably be connected to one of the villains at some point, I'm curious to see how that plays out. And Oliver always has had a soft spot for the bad girls (Helena, Isobel, Sara after the shipwreck).
You don't think Moira was an evil person? She had her son and his best friend kidnapped. She had her husband kidnapped and allowed him to be held captive for months. She set up her friend to die when Malcolm survived her assassination attempt. She was a part of the Undertaking. She cheated on her husband and had a daughter from that relationship. She was a terrible mother to Thea after the shipwreck. She knew Oliver had a son and never told him, past of present.
Moira is one of the most horrible people we have seen yet on the show IMO, but that also makes her a very interesting character. I'm curious about Susan's story but she's not very memorable yet, the way Moira is.
