Ted Cruz, Donald Trump, Marco Rubio, Ben Carson and Rand Paul all received more votes than Jeb Bush in the 2016 Iowa caucus. It isn't Trump in this case, because the person refers to Trump in the third person. It's not likely to be Cruz since he actually won that caucus and would have stated as much.
So, Rubio, Carson, or Paul?
My guess is Rubio.
