Just plain boring. Basically a rehash of the plot elements from Winter Soldier, but missing absolutely everything that made that film.
It's so bad, I won't even go into the details. Lets just say they really missed the boat on this one, and almost any villain would have been more interesting than The Leader. 2 minutes of Red Hulk? GTFO. Why the hell wasn't Zemo in this movie? Easily one of the best and most interesting villains in MCU history. They should have continued on from The Falcon and the Winter Soldier.
The MCU continues to plummit, with no end in sight. Only Deadpool vs. Wolverine has been worth1 watching since Endgame. It's sick because they have so much source material to draw great stories from, and basically keep slapping together generic crap. There were literally no highlights or cool moments from this movie. Not even one. Then you had to wait 10+ minutes for an after credit scene of almost no significance.
What I find really offensive, and have since Falcon & Winter Soldier, is that this dude who already has his own identity is being forced to become Captain America. It's pointless. It's like saying you aren't good enough as Falcon, you have to get a new, more interesting character. And failing hard. It's just dumb. They should have left Johnny Walker in the Captain America role, at least for awhile, and developed that storyline further than ending it early in Falcon & Winter Soldier. Or at least got someone else. Whatever. I'm over it and will probably never watch this movie again, which will be a first for the MCU movies.
3/10 at best

Unfortunately I find myself in agreement. It felt like a bridge movie, a wobbly step towards a restart - almost literally, 'lets get the band back together'. There were even artifacts, little blemishes, in the film that surely means they just gave up on the post-film processing and shoved it out the door.
The only good thing in the film was Carl Lumbly as a previous and much mistreated former Captain America (though I'm not sure how that fits in the timeline (maybe I misheard?).

Wasn't this movie meant to be against the Serpent Society? Barely a mention. I know they reshot most of the film, they seem to have dropped that whole plot, basically.

I wasn't aware of that beforehand and didn't see it in the film. It was only as the credits rolled I noticed the
snakey
names - which I didn't bother to think about.
