A juvenile offender gets placed into a foster home where his foster siblings are werewolves or a naval officer has a daughter who's a mermaid? Or the hosts of a Crocodile Hunter-esque show find an orphaned baby merman, and decide to raise him as their own son. Merpeople would have legs when on dry land.
