Unlike National Socialism with its emphasis on race and eugenics, biological racism was not a feature of Italian Fascism. Neither was antisemitism. There were Jews in Mussolini's government. The Nazis used Mussolini's Italy as a blueprint for their own regime but they drew from other influences as well including the United States, e.g., Hitler admired the "winning of the West" from Mexicans and the removal of Native Americans; he also admired segregation and race-based laws that still existed in this country at the time.
