A top of the line, straight from the shop - this morning, computer for common use can run this with no problems.
Older PCs will need dedicated graphics cards and multithreaded CPUs and, well, it can get complicated quite quickly when we get into specifics for older computers but technically a decent mobile phone on the market today can run this
As for Python, it's a rails option process and so once understood is relatively easy to use. It just keeps all the separate processes

Think about it like one part is the menu, the other is the seating and cutlery, the next is the decorative theme of the party, then there's the guestlist, once you have it all working properly the party will be seamless and those in attendance won't notice a thing.
