The US government didn't create the KKK. Confederate veterans, who hated the US government, created the Klan to oppose the victorious Northern invaders and the changes being made in the post-war South (which included giving blacks more rights).

Hamas in order to hurt the PLO and divide the Palestinian resistance. Hamas was a Frankenstein's monster created by the Zionists that would one day turn against its creator and become even more of a threat to Israel than Arafat and the PLO.
