If your hair is dark, you should not get blond highlights, but just go two or three shades up. Otherwise , to me, it looks weird.
If you can’t say something nice, say something clever but devastating.

Too bright, and you might look like Winona Ryder in Edward Scissorhands… which I'm not sure I consider a bad thing.
