Someone like Usain Bolt must have natural ability but I reckon most can be taught how to win.

And genes play a part as well.

Can they all do figure skating and win?
Of course not.
You do bring up a good question of what is it that makes champions champs or why a certain athlete will win over another who also works just as hard as the winner.
