Tyson Furys freeking cousin got stabbed in neck and died simply for trying to calm down an argument between strangers and a teenager got stabbed at the same time to, when you get a stab wound in the right area then time is essential.
Some kind of thing connected to a tube that has a suction function and at the other end of the tube is a needle of some sorts, so you put then suction part over the wound and then stick the needle in a vein and press a button and hey preston, Tyson Furys cousin is still alive!
it could be a device that every day folks are encouraged to carry around and train to use in case they come across a stab victim
A problem i can see tho is if time is essential, your gunna have to grab the dudes arm and keep slapping it with 2 fingers like a maniac trying to get a vein for heroin and that would just be awkward as **** -

Plus, if you are planning to use the tube device you may put it in your mouth while slapping for a vein, so if some random dude walks over and see's all that he will actually think you stabbed the guy and are trying to force heroin on him
