The Rev-9 wasn't intimidating or threatening all that much.

He was getting his arse kicked since the beginning in the movie.
Grace had no trouble man-handling him around.
And this was only when it was the two ladies.
Add Sarah Conner and the T-800 to the mix, the Rev-9 didn't stand a chance. This is the only terminator movie where the protagonists had the upper hand over the villain.
The T-1000 (Robert Patrick) had an intimidating ominous presence on screen. He had his own ominous theme music that played in his scenes. When you saw him you felt someone's bout to get ****ed. Twas an evil bastard. The Rev-9 wasn't scary. You didn't feel the same fear and suspense for the characters. They were always in control.

Yes, it's called poor writing
The fact that he could form a weapon from his components and only did it once and never tried other avatars other than that girl's father that one time means LEGION bots are pretty stupid.
