Why fake a movie taking place in Chicago

Its not a secret that the movie was filmed mostly in New Orleans with only some downtown Chicago scenes as background. Just have the movie take place in New Orleans. Maybe to throw off seakers of filming locations. Only August and early parts Sept would Chicago be so green with flowers in full bloom so the realism is messed too. The meetings taking place at night even though start times is mentioned lot earlier.

There are tax incentives for filming in some states. They save money on production.
