Why is he a failure in the beginning?

We are talking about a man who is somewhat good looking, highly intelligent, driven, and a risk taker.
How in the hell he is not successful and had to steal beep He is also very good at conversing and selling himself. So to me it is not believable that he didn't have a decent job. -

Maybe you're not familiar enough with the labour market. There are fewer and fewer good, traditional full time jobs available all the time, and those which are available have a great many applicants to choose from. Even bright, good looking, driven people end up working for temp services for years, not to mention those unlucky enough to be homely and not so clever. The idea that being polite and hard-working will ensure you find a decent job has hung on, even though it is no longer accurate.

A knew a person very much like Lou, she was smart (a member of Mensa) and personable most of the time, and also aggressive, but had no genuine social skills, so every job she had turned out to be a failure. Those types are not that uncommon.
In Lou's case he eventually hit upon something that made best use of his flawed skills and as we see became very successful at it. Just took him a few years to find his niche.

He has plenty of marketable attributes like those you mentioned, but he also has some severely negative ones that outweigh the good. His worst ones are selfishness, ruthlessness, and poor social skills.
What serious employer is going to hire him? Any job that requires strong ethics or really any ethics is out of the question. He has no formal education, which eliminates any job that requires higher than a high school degree. Hes not good with social interaction, which eliminates any customer service or retail job. Hes too restless for any kind of office desk job. Lou found one of the few jobs out there that really fits his qualifications.
He is also very good at conversing and selling himself.
He is not very good at selling himself. He relies heavily on obvious buzzwords and catchphrases to describe himself. Rewatch the scene with the junkyard supervisor at the start. Instead of asking for a job in a fluid way, he spouts off this awkward speech about lots of abstract job market concepts. -

He has enough serious character flaws to keep him out of long term employment at a normal job. I think part of the satire is that the reason he excels at local news nightcrawling is that he has absolutely no moral scruples.

Because he is creepy. When he walks into a room, people take an immediate dislike to him. He just looks like he's up to no good all the time.
And, we found out that that's exactly the way he is. We saw him wait and watch and then try to take advantage of the situation any time he could.
Anyone that takes a chance and employs him will quickly learn that he's not a team player and will sell anyone out at any time for any price. The boss will fire him soon enough.

I lived in LA for years and here is what I saw. LA is the second hardest place to find a steady job. I knew of more then one person that did all sorts of odd jobs or better yet created their jobs. As in they used to drive around on garbage day and pickup broken down stoves and rebuild them. So I could actually see someone doing this. you have to admit this guy was pretty crafty. That last part where he called the police on the murders and taped the shoot out. That footage would be worth a lot.

Not sure, but he looks to be a Sociopath that's beep at putting on a normal mask.
If you look at it, nobody really falls for his beep not 100%. Not the pawn broker or the guy buying his metal.
Just like you and I, other people feel something off or uneasy about him, that or he slips and steals or does something stupid to burn a bridge.
However he becomes successful because the career path he finds, Nightcrawling, is a sociopathic industry. -

Agree with you 100%, he has probably had numerous jobs however being a misanthrope who hates people doesn't like having a boss, he now works for himself and can now videotape human carnage from car accidents, fires, shootings violence AND get paid for it!
