Strange movie that seems right out of 2001

It has a year 2000 to 2001 feel doesn't it? Apart from modern technology it's a pure Y2K gross out comedy with fantasy elements. Even the chubby child actor in the lead role reminds me of a child actor from the early 2000's (the fat kid from two and a half men?).
Definitely a throw back. They haven't made a movie set to this kind of tone in many years.
