According to rumors Chris Evans is coming back as Captain America but the version in Doomsday has Steve Rogers as a Hydra agent. Supposedly this is how it goes down:
Dr. Doom goes back in time to where Cap and Peggy are living their lives out in secret. Doom kills Peggy, Cap loses his mind over the loss of the love of his life and becomes a Hydra agent. This would also set up a confrontation between Rogers and Bucky like a reverse Winter Soldier scenario where Bucky is the good guy this time and Cap is the bad guy.
