They explained how Job replaced all of his identification records with the real Lucas Hood at the very beginning of the series when he stole his identity. Job was an expert at what he did and worked for some pretty high ranking people at one point so he knew what he was doing.
If there is technology and the capability to do something like effect a presidential election (supposedly) than it's not far fetched or a flaw at all that it realistically happened.
