If the spirits can only kill during that 6 day cycle then who really killed Mason? Obviously someone or a lot of people had to have strapped him up there

This may well be one of those AHS things that never get answered. One possibility is that Lee did sneak out and kill him while in a BagLady Gaga trance.

At a guess, I'd say the hillbillies. They seem to be at Gaga's command, or at least they respond to her invitations to her woodland peep shows. If she wanted someone dead outside the magical timeframe, she'd just call them.
Plus, assuming they're going to live up to every stereotype imaginable, they would probably do Mason in if he wandered too close, just because he's not white.
