I loved the movie and love watching movies from other countries because of all the colloquialisms I get to learn.

The regular ones don't, but there are special forces in the gardai for emergency situations.

Not really but they still have armories, small as they may be. Perhaps the senior fella taking off and knowing his subordinate to be a drunk, indirectly addresses that.
At a minmum, there'd be some shotguns about but everyone necessarily being drunk makes ignoring that much more fun. Remember the nailgun incident as well as the "flamethrower"?
