If it’s not consent then it’s harassment, and an outfit isn’t consent. EVERYONE can control their own actions. If I tell someone to stop staring at me and they continue to stare that can be seen as harassment especially if it’s known their attention isn’t wanted. Wearing a shirt that’s barely showing any cleavage isn’t putting your “tits out on display” either. On my thread about girl’s cleavage that was barely showing being photoshopped was how this argument even started. I still have an issue with telling a woman to cover herself up, but especially if the woman was barely showing to begin with.
A human being does not need consent on where their eyes can look. A woman being indecent is no fault of anyone other than herself. -

Sadly even if a woman is wearing an outfit where’s she’s covered up creepy men will still decide to stare anyway. Is that not considered harassment according to you since these men have eyes ? Most people would say its rude to stare in general regardless of what they’re wearing
Just like any other human being looks at another clothed human being..
Being rude isn't harrassment. Even then, it's not rude, just inappropriate, but is it inappropriate when tits are there to look at? -

Like I said, you cannot control what someone looks at. Not harrassment if someone is staring at you. Especially in public.
