Good question. They seemed to come prepared to take Roper - prepared by the Egyptian cops. Perhaps they knew that Pine was a spy and the real culprit was Roper?
Except, of course, that it was Pine who foiled their dastardly plan - and stole their dosh -

what Roper said to that guy, it was so blatantly racist and shocking. "In-your-face" literally.
And this after they had just paid him nearly a third of a billion dollars and then seen it blown up right in their faces. And then Roper wasn't able to give them their money back? I mean, not even an apology from him just a racist insult. No wonder they were pissed off.
But then, that was Roper. A bare-assed megalomaniac, and proud of it.

Yes - but then: one cant believe, that someone so stupid could have close so many arm deals with Arabs to become "the worst man in the world." Why didnt he point to Pine on the spot: gentlemen, this one stole your money? -

They didn't know that.
The Arabs knew from the start that Pine was just a front man, Roper was the person they were doing business with.
To them it looked like Roper had cheated them out of their money, then he insulted them, so naturally they went after him.
They might come back for Jonathan later, such as when Roper decides to let them in on the little bit it was him who stole the money, but I imagine he'll have left the country by then. -

I took it that Pine is the one who alerted Mr. Berghati about how he could get to Roper. Berghati knew that Pine/Birch was simply a front man for Tradepass which covered Roper's receipt of the money. From Mr. Berghati's POV, Roper was and is always in charge. If the money was missing, he would have to believe that Roper ripped him off, not Birch. And to top it off, Roper told him that he'd get his money back when he was "damn good and ready" which FURTHER cemented it in Berghati's mind that Roper was the one who was refusing to release his cash.
As far as Berghati was concerned, Roper was the one who killed Apo and Freddie and would probably kill Berghati to avoid paying him back the $300M. So he wanted a chance to make a pre-emptive strike, and Pine/Birch told him how to get to Roper first.
