Okay here's a weird theory that's been rolling around in my mind:
Melissa George's character gets invited on the yacht at her waitressing job. I don't believe it's every explicitly stated whether she accepted. In any case, her autistic son would prevent her from going no matter how much she wants to go. He wouldn't be able to handle an unfamiliar place with unfamiliar people in the middle of the ocean.
After the paint spilling incident we see her yell, "why can't I have one day for myself?" Or something similar.
Now, in this original loop she desperately wants to get away and go on that boat but instead she's bringing her son to his special needs school when the seagull strikes the car and events play out as we saw in the end of the movie. Miraculously she finds herself outside the crash and her son"there's nothing anybody can do for him". The taxicab driver as Charon/devil/wish fulfilled is telling her she's free to do what she wants so she selfishly tells him to take her to the docks.
This takes the purgatory view that she died in the crash and is now caught in a mbius strip of a timeloop. A snake eating its own tail only at the point we catch her in the narrative she's now trying to prevent the very thing she wanted in the first place: being free from her son.
A couple other points: I believe when she wakes up on the boat and says she had a terrible dream is when her memories essentially reset and mostly come to her in flashes of dj vu. Because she is in a mbius strip of a time loop, all her selves literally are the same self so changes are incremental at best. Even as she tries to break the patterns it's still been ingrained in her 5080100 times? Unconsciously it's hard to fight that tendency again

I like this take on the movie, it could be that this is what occurred.

This is accactly my conclusion. Accept (liek other keep saying) this is not purgatory, she is in the field of Punishment. Purgatory isn't a Greek concept.

Ok, this is pretty much the same discussion people have on the board of every movie that involves a temporal loop: how did the loop start.
            Let me tell you something:
the loop didn't have a start.
It always happened and it always will, no beginning and no end. You guys don't seem to understand the concept of a paradox. The events in this movie, same as Predestination (2014), are a causality loop. So the character's timeline was always supposed to go that way: in a circle.
Just like the famous phrase, round and round she goes, where she stops, nobody knows.

Some other thoughts (pick and choose what you prefer to read):

I'm something new entirely. With my own set of rules. I'm Dexter. Boo.

Well, she seems to be in the underworld or hell, the loop being hell. So it has to have started when she died.
