Been racking my brain for 15 years! [Still Unsolved]

I know two separate scenes of a movie that are linked. I have been trying for years to figure this out because I can't remember any of the actors.
The first scene I remember is of a man in his 30s who is on the phone with someone. He is standing in the kitchen and the camera shows him at the counter talking on the phone (I believe to his ex-wife) and there is a knock at the door. As he is talking on the phone he goes over to the front door and answers it. A man says he is with the cable company and some outages have been reported so he asks to look in the man's house to see if he is having problems too. He lets the man in and goes back to talking on the phone. At some point he looks over to see his television has been undisturbed and then looks at the front door which is slightly ajar and the man realizes something is amiss. For some reason (I can't remember why) he suspects that cops are trying to frame him and he is correct. He knows that cops are coming to his house so he runs upstairs into his bathroom, lifts the lid off of the toilet tank and, sure enough, finds a brick of cocaine hidden in the tank. By this time he hears the cops busting into his home downstairs so he opens the bathroom window and tosses the drugs onto his neighbor's roof. He runs down stairs just in time for the cops to grab him, cuff him and set him down in his kitchen. As he's sitting on the floor, cuffed, a bad cop taunts him, telling him he's in trouble, etc. As the cop is talking to him another cop comes down, whispers in his ear, obviously telling the bad cop that the drugs aren't in the toilet (like everyone expected because they planted them there) and the bad cop gets pissed. The man who they were trying to set up has a knowing smile but feigns ignorance because they both know what is going on but neither can admit it. At that point the chief of police, or sheriff (I can't remember which) shows up and asks what the hell is going on. The Chief knows the guy who was being set up and is somewhat friendly to him. He asks what the hell is going on and the cops just kind of say, "Nothing" and then they all leave, but the message has been sent. They are trying to get this guy but I can't remember why.
The next scene takes place a while (days) later. For some reason the guy is in his house again and he can't leave because he knows that there are cops outside in a car watching him. I can't remember if he was told to stay in his house or if he just is trying to fool the cops who are watching him. Anyway, it is raining very hard and the shots go back and forth between the cops watching the guy's house and the guy himself who has decided to use the drugs to set up the cop or cops who tried to set him up earlier. He remembers that the drugs are on the neighbor's roof so the tension in the scene is that he has to climb out of his upstairs bathroom window (the one he threw the drugs out of in the earlier scene) out of view of the cops watching him and onto his neighbor's roof to retrieve the package of drugs so he can, in turn, plant them somewhere later. As this occurs the camera goes back to the guys in the cop car who don't suspect anything and are reporting on the radio that the guy hasn't left the house. All the while he is on the other side scaling the wall and jumping from roof to roof during a heavy rain. He is able to get the drugs.
There is only one other very small scene I remember between the man and his wife. I believe they are estranged but not hostile to each other. In fact, she comes over to the house with the kids and talks amicably with him probably saying something like "I need you to watch the kids while I go do xyz" I believe the actress had the long black hair with really tight curls like Anabella Sciorra did in the movie Mr. Wonderful with Matt Dillon. I don't know why she always comes to mind. She is NOT the actress in this movie by the way.
I know that's a lot of detail without any actors but that's how my brain works. I've seriously considered hypnosis to try to figure out this movie over the last 15 years which means this movie came out shortly before or during 2000. I appreciate the help. -

I don't know what this is, but it sounds like a GREAT movie. I'm bumping this so it moves up the line.
I will also suggest the 1992 film "Unlawful Entry." That is not the movie you're looking for, but there might be recommendations on that site that turn out to be the one you want.

wow, I feel sorry for you. 15 years hard time. Commenting just so I can find out what it is. Watch I get tomatoes thrown at me because they thought I had the answer.
The brick in the toilet sound so familiar though but that probably happened in all drug/mafia movies. -

This sounds so familiar to me too.
Was it something to do with his cop brother/in law? who died and everyone thought he was a dirty cop yet he was framed by the dirty cops in the film or am I thinking of an entirely different film.

They are in the same movie. It was a moderate thriller, as I recall. Not a comedy. This is a good sign that a few people actually remember the scene. At least I'm not imaging it! I'll check out An Innocent Man. Also, I believe that the guy being harassed may have been a journalist or a PI. I hope we're getting close to figuring this out.

I either recognize it or you're committing an evil movie trivia sucker punch by plucking up a bit of every b-list movie that has bad cops and a sensitive (yet very clever, brave and tougher than you'd ever imagine) leading man who still pines for his ex-wife but although she still loves him and will end up with him in the end, won't fall for him in the beginning because he either had a one night stand or works too much. If she looks like Madelyne Stowe, Andie McDowell or Anabelle Sciorria (sp?) you have the B-Movie trifecta! Extra points if they broke up because his one night stand was due to them losing their child and she was "just never there for him" and if, after the wife and bad guy are "dead", the bad guy actually attacks the good guy but doesn't finish him off because the wife grabs a gun that both guys forgot about and shoots the bad guy in the back of the head, scooping up her near dead ex-husband and vowing they can make it through anything now!
I'm just sayin' this could go either way!
