I'm under the impression that the character was played by a different actor last season and, to be honest, it was a noticeable step down from Richard Brake in "Hardhome".

Probably not. Also, theres nothing really wrong with the new Night King but yeah, its a step down from Richard`s. His looked more terrifying.

How was it a noticeable step down? The actor didn't do anything except stand around. Any actor in the world could play it just as well.

Dude, if any actor in the world could play it just as well, they wouldn't even have a casting process. They'd dump the makeup on anyone.
            What a ridiculous statement.
As for why it's a noticeable step down, Richard Brake simply has a way creepier and more expressive face which is what the show needs, since the Night's King is the primary physical villain.

They did dump the make up on anyone. They dumped it on a stunt man and got rid of the actor. Maybe they thought they were going to have dramatic scenes with the character then decided he be better as a silent character. Why bother with him? It's like Idris Elba in Star Trek, he was pointless.
When does he ever have an expressive face? Only time I can think of is with the baby. The rest of the time he's just staring blankly.

Not quite. Vladimir Furdik is stuntman and they specifically used him as they needed his abilities for season 5 and 6. He also played the human version of the Night's King when he's tied to the tree (before he changes via the obsidian).
