Perry Mason episode 3/17/1962 -looking for song theme name around 45 minutes into the episode that is showing some one sketching.
I have heard it before, it is A BUBBLY 60's tune, just cannot place it

I found a note on a Perry Mason website that said "A Walk in the Black Forest" was played in a cafe scene in that episode with Perry and Della, but that sounds like a different scene from the one you're describing. Anyways, here's that tune:
