Was it a coincidence that Grinko (Kingsley) was in Roy's cabin or did he know that Roy had previously shared a cabin with Carlos and Abby, and was hoping to find out where they were by arranging to share a cabin with Roy and get to know him? It seems like too much of a coincidence that Grinko, who is looking for Carlos and Abby, would end up sharing a cabin with the same people (Roy and Jessie) who spent time with them last. -

Both Grinko and his sidekick Kolzak WERE shadowing Carlos.
While Jessie and Abby were strolling in the railroad station during the stopover in Irkutsk (where Roy missed the train), Abby notices Kolzak standing nearby, recognizes him as a danger, and hurriedly tells Jessie that they should return to the train.
Meanwhile, Grinko must have been shadowing Roy too, because after Roy misses the train's departure, Grinko "runs into" Roy at a hotel in Irkutsk and helps him get a room for the night. You'll remember that that's how Roy explains to Jessie how he met Grinko. -

Thats exactly what I thought too. A coincidence as heavy and ridiculous as this? I think the director should have done something to explain this.
