Sundance Channel is how I saw it, they run it and sometimes have it on thier "on demand" list which may be free depending on your cable company.

I saw the full thing on Youtube. I'd like to own it though, but it seems both amazon.com and amazon.ca discontinued it. Which is really too bad.

As of about 20 minutes ago, it was available through yesasia.com (which implies it's going to be available through the usual suspects like hanbooks, hkflix, etc). The only thing is you need to be able to play Region 3 DVDs.
And - Korean DVDs pretty much always have English subtitles (although the extras usually do not).

I got it from Amazon, but I'm pretty certain it's readily available on Torrent sites as well if you happen to have Azureus or Bittorrentthough I'm not one for pirating (well, I'll download a movie, but if it's as good as Park Chan-wook's movies, once I confirm it's worth it I'll buy a copy) that may be a place to get an idea whether it's your style (it's WAY different than his other stuff) and if it is then you can find copies all over.
