Well, Russell can want what he wants but unless he's going to go the way of stealing more from Disney then children are still conceived by a man and a woman having sex in the Who universe Bobby
Now either The Doctor regenerates into a woman again and Rogue sucks one up for the team and has sex with her and they have children together or Rogue becomes a woman somehow and then The Doctor sucks one up for the team and has sex with them to make a baby.
That's just the way things go regardless of whether you like them or now

River will become The Matrix on Gallifrey when Doctor Moon finally admits that he is also The Doctor
Bobby's Denparents will be at the ceremony when he gets given the award for being the best human that this planet has ever seen
I don't quite ow how to get Amy to run away with me to complete the perfection but a man can dream, can't he?
