Did Becca actually watch Samara killing Katie in her bedroom? If so is that why she is in a mental institution? They say Katie died from a heart attack but can't Becca just tell them what she saw? Also how did Becca know that she had watched the video because she said she'll show her in 4 days?

Becca never watched the tape, I don't think people who aren't cursed can actually see Samara. I bet they either see a well on the screen, static, or a TV completely turned off and just watch the other individual freak out and wither right in front of them. Maybe I'm wrong though. I'm mostly going off of the short film Rings, where Jake could see a ladder through the camera or pick a fly off the LCD screen, etc.
She of course got some sort of imprint with Samara though, much like Aidan had. Don't know how, they never explained it. As the girls said at the funeral, "Whatever happened there scared the beep out of her."

How did Rachel save herself in the first movie ? And what happenned when she put samara's body in the well , she said "we made her free , what does it mean? I have asked you two questions and if you will respond I will be glad about it.

In order to escape the curse, you have to make a copy of the tape and show it to someone else.
Rachel made a copy of the tape in the beginning and showed it to Noah, although we do not find out till the end of the movie that's how you escape the curse (clever).
I fully believed Becca saw Samara come out of the TV. There's no indication otherwise. Based on Becca's reaction and conversation with Rachel, as well as Aiden's action throughout the film, Samara has the ability to affect others without then having to watch the tape.
This also kinda explains why Rachel grabbed the tape when exploring the Inn. There is obviously something supernatural that draws people in.
