Whatever makes you think she might be a spy?
Elizabeth is good, coz she was doing that important work in the camp which no one else wants to do, and the CIA/MI6/ et al, close their eyes to?
And McCormack is brilliant in displaying everything required of her.
(see youtube Spy Game, the restaurant scene.

it's a whole lot harder to shine. than undermine.

She was a classical case of someone trying to do good and having to get involved with the wrong people to be able to do so. She needed help from some of the warring factions and was willing to help them to some extent in exchange for being allowed to have the clinic and some medicines they could get in the black market.

She was mostly good, I'd say. Remember, the Chinese imprisoned her because the actions she took in England (bombing) caused the death of a Chinese national. She was persona non grata in China and Great Britain.

Overall, her intentions were good. She was a part of "human rights" groups. But it seems as though these groups often went to extreme measures to accomplish their goals (bombing the Chinese Embassy, dealing with a criminal oragnization to get the medicine her medical camp needed, etc.). In other words, her intentions were good but she definitely had blood on her hands.
