First off, he would not be making $282k per year working for the government. Check out the SES pay scales. Maximum of about $180k.
Second, he has a pension that will sustain his lifestyle at 75% of prior income. He's already made his large purchases: home, etc, so no more large capital expenditures with fresh cash are required. $282k is gravy.
    I find it 100% realistic.

$282,000 was the price Muir had set aside for his Bahama resort. Had nothing to do with life savings nor his annual salary.

Guys, Muir has been divorced. Your savings get slaughtered. Trust me, a woman's wrath is reason enough to be petrified.

Actually, NO he had never been divorced. He has one wife the entire time, revealed in last five minutes of movie. So forget the women's wrath
Speaking of THE WIFE.he could have put a large amount of money In her nameor her native country of Korea.

There's some crazy stat that something like 50% of people about to retire have less than $40,000 saved. In that case, he's well above average, even in 2001 $.

That's why in the cut scenes they show that he drives:
southwards to Florida and the Carolinas instead
                  .

Why? Not everyone is great with money and many people don't save a bean. Just because he works for the CIA doesn't mean he's a boy scout in his private life
