I believe they would NOT have gone to rocks had Jay been vulnerable.
There were a lot of dynamics at play but when I came down to it, alliances fell back into where they were pre-merge. David, Ken, Jessica, and Adam teamed up. Sunday, Bret, Jay, and Will teamed up. Hannah was always a free agent but stuck with Adam. Zeke was the biggest surprise as he basically aligned with the 4 people he had the least connection with. He rounded up the vulnerable people but playing all sides caught up to him and he was stuck with those 4.
Ken and Jay had no incentive to flip. No threat to leave so stick with the plan. David played his idol incorrectly and would not have flipped on Hannah. He would have been an even bigger target. Adam had no reason to flip on his closest ally with minimal other options. Sunday and Bret have been at the bottom for awhile. With dwindling numbers, flipping on Zeke with these clear lines drawn would have been a poor choice. I think Will sitting over by Bret and Sunday may have influence his decision to a degree. And in the end, Jessica felt too indebted to David to flip.
But Jay is self-serving, and I don't believe he would have risked his game for Zeke.
One side had a massive amount of loyalty to their "cluster," while the other have been vulnerable or blindsided enough that they didn't think they had anything to lose!
