Osama bin Laden was already wanted by the FBI for the USS COLE bombing, as well as the bombings of the US embassies in Nairobi and Tanzania in 1998 and 2000, he was already number one before 9/11

There was another bombing of the WTC in 1993, but now it is overshadowed by the 9-11-2001 attacks.
