i was watching this movie for the third time and i notice one part that really aroused me
When Kevin and Cloe open the trap door and cloe slamms it, they show cruella and le plet in the workshop she asks what was that then le plet it's just you little man outside his nose rubs against her coat the alonzo comes in they both jump

I think Cruella was more likely leading Le pelt on as she needed him to make her Dalmatian coat. But it is really hard to determine her true intentions toward the man when she said in the first film that men were basically nothing while talking to Anita.
"More good women are lost to marriage than war, famine, disease and disaster."
She said. "You have talent darling. Don't squander it!"
But as I said we're not aware what Cruella's intentions really are except that she wants her spotted Dalmatian puppy coat with a hood.
