      Professor Solomon.
I forgot why (and only remembered the character's name because I looked up the actor and which part he played) because I only watched it once and it's been awhile. It wasn't a very memorable movie.

        The killer was Professor Solomon.
He had lost the Hitchcock award when he was a student so he was stuck being a teacher. When he saw that Travis had made a brilliant student film, he saw his ticket out; he wanted to take credit for it.
He murdered Travis and made it look like a suicide, then used Amy's Urban Legend film to kill everyone who worked on Travis' movie, framing her in the process.

Not to mention, Solomon had a film, his was tied with another students film. Amys father was the deciding judge and he favored the other student. He wanted to frame Amy for the crimes.
