Error in counting the years

On COTC1 Burt discovers some files in the Town Hall that are dated 1983. So the events in the movie must be taking place 1983 or 1984. In COTC6 we learn that Hannah was born 1978. So in the first movie she must already have been at least 4 years old. But she wasn't even born yet..

The incident occurred three years before the first one, in 1980, which would be 19 years before this movie (1999). Hannah is about to turn 19, which would make her born in 1980. I hope this clears things up.
