I totally agree about the plot device. I don't think it matters in this movie because in the end the whodoneit plot is just a delivery device for the betrayal story. The killer reveal comes after the emotional climax of the movie. Brenner exposing the rape, the corrupt machinations of the military, and the General's actions was the real story.
