      Black Americans have dealt with oppression through decades of Democratic and Republican administrations. If there is blame to go around, it belongs to both parties.

        cities
        here. That's the level at which things happen. Almost all major cities have been controlled by
        Democrats
        for decades. Therefore, the blame belongs at their doorstep.
