I believe that the phantom menace was the trade federation. Palpatine created a phantom (as in not real, illusory) menace (as in threat) thus creating an intergalactic war, designed to destabilise the republic, and allow him to climb to power, and create the Empire.

Darth Sidious was the phantom.
The Trade Federation had NOTHING to gain by following him, and so much to lose. They didn't know he was Palpatine. They didn't know he was just a senator from Naboo. They trusted some holographic dark shrouded person with a menacing voice and an apprentice named Darth Maul
What I want to know is how Sidious convinced Nute Gunray and other Trade Federation officials to follow him and obey his every order
