            I don't know tools, but that's what I'd guess. The hook part to grab onto the nail and the flat part to pry it up. Or maybe it's used to pry something else up.

              Thing is, a hammer does that even better because it pulls the nail much further up and out. I'm going with FRTT's guess.

                      Yes! It's to get the innertube thing out. I have some in my puncture kit lol My dad repaired a puncture recently for me bc it had a huge thorn go straight through. I knew I recognized it from somewhere
